Documents Required for Every Shipment
Commercial Invoice
Issued by the manufacturer. Must include: buyer and seller details, item description (including material — "925 sterling silver jewelry"), quantity, unit price, total value in USD, and HS code (7113.11 for silver jewelry). This is the primary document customs uses to assess duty.
Packing List
Lists the contents of each box — item descriptions, quantities, gross and net weight, dimensions. Required for all international shipments.
Airway Bill (AWB)
The shipping document issued by the courier (DHL, FedEx, etc.). Contains the tracking number and confirms the shipment is in transit.
925 Silver Purity Certificate
Certifies that the jewelry is 92.5% pure silver. Required by customs in some countries and by many retail buyers as proof of material. Any reputable Indonesian manufacturer can provide this on request — it is not automatically included unless you ask for it.
Country-Specific Requirements
Singapore
Singapore buyers can import Indonesian jewelry at 0% duty under the ASEAN Trade in Goods Agreement (ATIGA). To claim this rate, you need a Certificate of Origin Form D, issued by the Indonesian Chamber of Commerce (KADIN) or a designated issuing authority. Without Form D, standard duty rates apply. Request this from your manufacturer when ordering — it takes 2 to 5 business days to obtain.
United States
No Certificate of Origin is required for standard duty rates (5.5 to 6.3 percent for HS 7113.11). The commercial invoice and packing list are sufficient for most courier shipments. For formal entry (shipments over USD 2,500), a CBP Form 7501 is filed by the customs broker.
European Union
EU importers pay 2.5% duty on silver jewelry (HS 7113.11). A Certificate of Origin may be required depending on the member state. EU buyers should also check whether their product requires REACH compliance documentation for any surface coatings — this is rarely an issue for plain 925 silver but worth confirming for plated pieces.
Australia
Australia imposes 0% duty on silver jewelry from Indonesia. A Certificate of Origin (Form AI under the Indonesia-Australia Comprehensive Economic Partnership Agreement) is required to claim this rate.
What You Do Not Need
Silver jewelry does not require CITES documentation unless it contains materials like coral, tortoiseshell, or certain organic materials. Standard 925 silver with gemstones (topaz, amethyst, garnet, etc.) does not trigger CITES requirements. No import license is required for jewelry in the USA, EU, Singapore, or Australia under normal circumstances.
